Jurisdiction of university and campus police officers
I. Police Officer shall refer to any sworn law enforcement officer of any University of North Carolina system Police Department established under GS 116-40.5, any community college police department established under GS 115D-21.1, and any university police department established under 74G-2, Campus Police Act.
A. Officers may conduct investigations off campus when the offense was committed on campus.
B. When on-duty, university and campus police officers will have police authority beyond the campus and within one mile of property owned or leases by the university/college in the following cases:
1. When the officer has in his possession of an arrest warrant, or has knowledge of an outstanding arrest warrant, charging an individual with an offense that was committed on university or campus property;
2. When the officer has in his possession a search warrant issued pursuant to a crime committed on university/campus property;
3. The officer has probable cause to believe that the person to be arrested has committed a felony, or
4. The officer has probable cause to believe that the person to be arrested has committed a misdemeanor in or out of his presence.
5. The person to be arrested is subject to arrest due to an outstanding warrant, order for arrest or other legal service requiring an arrest.
6. When an officer(s) is requested by another law enforcement officer to assist in the execution of their duties.
C. Officers will notify the local law enforcement authority of any intent to execute warrants and other legal papers off campus and request assistance as needed.
