Meeting Minutes

Security Officer Training

Discussion on Johnson C. Smith University in Charlotte requesting to host the class and the dates in March (available March 8-14, 2009).  Interim Chief Harold Aziz requesting to host.  Campus in search process for new chief.  Chief McCracken recommended that the course offering will be March 10-11, repeated as at UNCSA as a two-day course offering.

 

Discussion on previous course offering.  Testing – passing rate for course was good (one failure).  Test questions adjusted, several removed, several to be reworded.  Ms. Humphries to complete rewrite of questions.

 

Lesson plans for review – to Ms. Humphries by January 10th for review and check of consistencies with language “security officer” not “guard” and removal of any language indicating “non-sworn”.

 

JCSU offering – Chief McCracken suggested that CDs of lesson plans to be forwarded to JCSU for printing.  They have agreed to provide break food for morning and afternoon sessions.  Students registering will receive an email from NCACLEA explaining timeliness of arrival to course with expectations and hours.

 

Other potential sites for course offering – UNC-W is evaluating the possibility for hosting.  High Point University is also requesting to host the program.

 

Other issues – need for additional instructors.  Ms. Humphries expressed that there should be 3-4 instructors available for each course.  She expressed possibility of providing instructor update through NCJA.  Discussion on instructor certification being held for instruction presented in this course.   Mr. Reaves suggested that Ms. Humphries conduct instructor evaluations, and Lt. Lori Palazzo (UNC-CH PD) serve as school director for instructor recertification process.

 

 

 

 

Winter Conference

In Asheville at the Crowne Plaza, is scheduled for January 25th.  The meeting time was adjusted at the recommendation of Mr. Reaves and Chief McCracken to be moved to 1145 hours, with lunch being served.  Mr. Reaves suggested that $20 be charged to cover the cost of the lunch which also provides a meeting location for the association.  This winter meeting is being held in conjunction with the NC Chief’s Association Meeting.  The meeting will be held in the Dogwood Room.  This will be a general business meeting for the association with agenda topics recommended as:  Security Officer Training, Summer conference, a briefing on the training being contracted by the state institutions for campus emergencies and other resources for providing tabletop and drill exercises at institutions.  Office of Emergency Management was recommended.  August Vernon (Forsyth Co. OEM) will be contacted by Mr. Reaves as a possible presenter.

 

Summer Conference

Discussion regarding having a one-day conference (one more year) to increase attendance and work with budgetary issues.  Mr. Reaves will contact Wake Tech. to host the event again.  Possible date is July 8th.  Chief McCracken suggested that agenda items for the meeting will be requested at the Winter conference in Asheville.

 

Mental Health and Commitments Program

Mr. Reaves advised that WFU PD had contacted Attorney John Aldridge from the AG’s office and requested a refresher program for officers on this topic.  He advised that the course will be offered January 20th either at WFU or Salem (as per Chief Lawson).  There will be a need for 50 students to enroll and the course length will be @ 5 hours.  Chief Austen advised that she had requested Chief Lawson determine if the AG’s staff would include a presentation for civilian employees including mental health workers on campuses.  Chief Lawson and Chief Austen had met earlier this morning regarding this information.

 

FMRT and Brains Training

FMRT is providing a free training program for their BRAINS program in Durham.  Date of training was not known.  Mr. Reaves asked the group if they wanted to host one in Winston-Salem, but there did not seem to be any interest at this time.

 

Association Committee Chairs

Mr. Reaves advised that the Association was in need of replacing a committee chair for hospitality (Walter Faye’s position).  Chief McCracken also indicated that there was a vacancy on the board for a state college representative since John Daly relocated to Duke University.  This discussion was tabled.
